Understandable that things can get confusing when there are changes to the interface etc. But to clear things up. with the recent changes to how the diplomatic actions/view, this is WAD.

If only there were some way to close the window without reaching for Esc every time.

Are you referring to the new diplomatic menu? You are able to close that by clicking anywhere that is not the menu itself. So clicking in the previous window should close the diplomatic one.
