Twice I have had my steward tell me that some county (first Fife, then Carrick) had been settled by good Norse families, but they do not change their culture. This i quite frustrating, when it is already really difficult to domesticate the land and people in the British Isles as a non-reformed norse...
And no, during this time, there have not been any successful conversions of culture

Yeah, there is an issue with culture switching in the current open beta. We are currently working on getting these issues fixed.
