This character starts the game with 60 gold and then spend ~400 to create a title? He gets -330. That's not Jewish moneylenders or anything (no debuff icon for moneylenders, negative gold).

We are aware of the issue and the dev team has set this as a high priority to fix. I am not sure this will be out in the next patch but we will be doing our best in trying to push it our as soon as possible.
