Just after update to last beta patch, I started a game in TOG (I have every piece of DLC, except converter and customizer, SI disabled):

Issue is solved by removing the Crusader Kings 2 folder in MyDocuments. I guess it has something to do with recomputing the COAs. Screenshot below shows that everything is fine.
