[2.2.0.5] Legalism IV and VIII have no effect texts

These spots are were viceroys kick in (4 for king, 8 for dukes). If you lack Charlemagne DLC, I believe this is WAD.
Well - in CK2, a new tech level has always given some kind of benefit. It seems strange to see those two techs being empty.
As already mentioned, level IV and VIII unlock kingdom and duchy viceroyalties respectively. Currently, the text will only be visible if you got the Charlemagne DLC activated, along with being emperor (as that is what you need to use them). We are looking at filling out the Legalism tree with more stuff in general, though. So this will be something we'll fix once we do that.
