In short: there is an Empire which de-jure includes 9 kingdoms. All king-tier titles belong to the player as well as the Imperial crown. Problem is that whenever player changes succession law in one of the kingdoms, all vassals within Empire think negatively about it, so the player gets hit hard by opinion penalty throughout the whole realm. I believe it's a bug since all other kingdom-level law changes within Empire affect only those specific kingdoms. It really makes no sense that Frisian lords would be as mad about succession change within Italy as the Italian lords themselves.
