[2.2.0.4] Switch to open elective after reforming Tengri Faith

After reforming the Tengri faith as Ghengis Khan (Mongols bookmark, custom start), the succesion law of the Mongol empire changes to Open Elective. Khan died and was succeeded by a lowborn character. Now the playable character is a lowborn character. The character got no dynasty assigned when he ascended the throne. Furthermore no way to change the succession law from open Elective. So ended the Mongol Empire

During with version did you start to play this game? This issue was fixed in 2.2.0.3, so it might be that it does not want to work if the save game is older. I've been trying to get it to reproduce this using a new game in 2.2.0.4 and it does WAD for me.

Ah that must be it then. It was indeed an older save.
