That's just what your character thinks. Do the wives always accept your advances? In any case, it's difficult to see this as being a bug.
It does seem to happen far more frequently than I ever recall from previous patches in my recent games too, fwiw.
As far as I've tested now I can't see any major increases. Certainly none that I would believe to be unintentional. Just played as a king with six married sons without a wife of my own and I didn't get the event at all in the years I let it run. But if it is something that actually negatively affects gameplay in your cases, let us know.
Personally, I think it makes for some interesting gameplay decisions. In some situations you may want to make a move. 
Hey, it's free piety for resisting the urge. Did you have your kids marry a lot of lustful/hedonists for wives and/or have that trait yourself? I had something similar with one king and I'm pretty sure he was just a horny old man.
I had one king father three consecutive generations of heirs thanks to the wives of said heirs.
