OK - come across this a couple of times as the Byzantine Emperor.
During a mass revolt the top-liege changes to the leader of the rebellion (for the rebels) and this turns all their viceroyal titles into normal feudal ones.
Some get re-labeled "Doux" and some remain "Strategos" but the gameplay effect is consistent across the board - this means that:
A: You must get to 100% war score to imprison all those vassals in order to revoke their titles.
B: Exarchs will always hit you with a big malus when they revolt because they'll probably be holding mutliple viceroyalties that need to be revoked.
The worst part of this is that often for a war to lower crown authority I just want to slap everyone, lock them in the clink for a few days and then demonstrate my Clementia, as Caesar did, so that we can get on with crushing more Muslims/Pagans for the good of the Empire.
