I am playing as Charlemagne and I form the HRE with the form_the_hre_early decision. If I form it with West Francia (agnatic gavelkind) as primary title it works as I expected it to do, the HRE ends up with agnatic gavelkind. When I switch to Italy (agn-cogn. elective) as primary title before using the decision it ends up as agn-cogn. gavelkind.
As far as I can see the form_the_hre_early decision doesn't have an explicit override of succession law, which is what makes me think this is a bug, rather than WAD.
Saving/reloading between switching primary title and taking the decision gives the same outcome.
