769 start as Sweden duke. Before event of viking age, created a heavy infantry retinue. Retinue stays at one without reinforcement.

I had this same problem and found it to be set as default to not reinforce. Go into your retinue and try setting it to maximum reinforce. It should solve the problem.
I'm not having any issue with this in the current beta patch (2.2.0.4). As Wodin suggested, double check your reinforce options, to make sure that it's set to reinforce.
