2.2.0.2 Can't welcome Jews back

I've seen some discussion about this problem on the forum, and did some digging around in the files.
It seems that while Duke-tier (and lower) characters can expel the Jews, only characters higher than Duke-tier can actually welcome them back. This doesn't seem right, and the game doesn't warn you about this either.

This seems to be my current problem,playing ironman Makuria. (ETA version 2.3 with WoL by now, I should add) First ruler expelled jews to handle a simultaneous massive heretic uprising and foreign claim war, now almost fifty years and several dukes later still no way of welcoming them back.
I could actually form Nubia by now and see if that works but am planning a custom kingdom for the cool coat of arms and to avoid years of having a tribal vassal Alodia who hates me (or isn't my vassal but still gets a vote on the succession). Will report back if and when making a kingdom tier title solves the problem.
ETA: I've since read other threads which show the files that mean you have to be king-tier or above to welcome back the Jews, and sure enough once I formed a kingdom the option was there. May file a new bug report for the current version as surely can't be WAD that an independent ruler doesn't have any say over this aspect of their realm (after all,they can themselves be whatever religion etc they wish)

It is correct that Duke and Counts only can Expel Jews, and not welcome them back. For that, you have to be King or higher. We'll see how we solve it. But it should be made more consistent, that's for sure.
