The province of oland (the thin island in the duchy of smaland in sweden) has a castle and city in 867. Given everything around it is tribal, I suspect this is an oversight.

Yeah, I don't think that's intentional. It seems weird to have it feudal while everything else in Sweden and Denmark is all tribal. I'll ask and get someone to look at it to make sure.
