If the player is incapable and has a regent, family members may still ask for titles though there's no way for the player to grant them.
In my case, I was a Slavic ruler who had gotten the 'Incapable' trait. My regent was my wife, a Suomenusko, who flat out refused to allow me to grant titles to any of my family members (as they were all Slavic).
My son then proceeded to request a title off of me, I had both options (promise, deny) - but there was no way I could actually grant my son the title, thus I was hit with a relation malus.
I'm not sure if this behaviour is intended, as it seems more logical for the son to direct his ire towards the regent rather than me. Perhaps the request should be directed towards the regent, even? Just like crown authority can be lowered without the players consent, it would be interesting if the regent could give titles to family members?
