[2.2.0.1] Certain Duchies have Impossible Creation Requirements

I asked the Dev team about this to be sure, and it this is currently WAD. But cheers for taking your time reporting it either way =)

However, do you get the notification that you are able to create said duchies, which if you do is a bug.

A quick update on this.. I've been perstering the dev team about this since I felt that this was NOT WAD and after they took a closer look at it, they have confirmed this is not WAD, and therefore I can happily say that I can add it to the internal database and there will be a fix for it at a later date.
