Since the list has been trimmed by a lot, will have to whack Agrarian Ydill again. Mid-game onwards most empires don't even need farms, you can keep your food in the green with paradise domes and the odd orbital.

Buffing Functionional architecture. Think of all the minerals you spent on buildings and upgrades on your planets. Now shave off 15% of that number. That's a lot of resources. Not to mention the ability to do things like expensive early game upgrades (like Shelter -> Planetary admin -> Capital) earlier.

Meritocracy is not bad. It's just not good enough. Some of the other perks here are worse but they already look like they'll go before this. So I'm bringing it down to the baseline again, to where many of the other mediocre perks are right now.

Mechanist is great, it explodes your pop growth and with it your early minerals production. The only drawback is the dissynergy with slavery (before synths if you want to do the switcharoo). I want it make it to the top5 so here goes my vote. Honestly, second place doesn't seem undeserved, though there are other good options for that as well.

Had a bit hard time deciding which leader perk to go after, but I would consider +2 for one leader type inferior to +1 for all leader types.

Post-Apocalyptic - is effectively +10 year leader lifespan. Which is found everywhere around.

If anything, this thread shows just how current civic system is inadequate. Or, rather, system is fine, but civics have outgrown it.

Almost tried to argue for Post-Apocalyptic because I thought it gave a habitability buff. Then I learned it didn't. Now it's a niche ability that I could only see ever benefiting purifiers. Which still makes it better than Imperial Cult who I can only imagine has made it this far because of its name flavor change and innocuousness.

And while it's tempting to keep plugging Technocracy just because it will be eliminated too early. Mechanist gets my vote this time, early population growth is king and mechanist does that the best.

Finishing off Post-Apocalyptic. As fun as it is, it just does so little for a Civic Slot. In most cases it's +10 years leader lifespan in exchange for less food on your starting world.


Beacon of Liberty, though, I actually really like. +15% Unity doesn't seem like much, but it goes a long way.

Environmentalist because it doesn't deserve to go yet. Yeah, it's worse than mining guilds, but they aren't mutually exclusive. The other options for minerals are Slaver Guilds, which not all empires can use. Syncretic Evolution which is a complete garbage fire to manage if you want full benefit, and if you integrate other species into your empire through conquest the benefit starts to dwindle. And then Functional Architecture which I think is worse because it doesn't contribute to building mining stations or outposts, which are your largest expenditures early on.

Fanatical Purifiers for the reasons I expanded upon last time. I feel people evaluate the drawbacks incorrectly, as they are massive if you normally use the things you miss out on to their fullest.

Corporate Dominion gets a like from this time - great buffs for rapid expansion, gives free tech, can be changed later on and requirements are not too strict.

Out of these that are left I'll downvote Distinguished Admiralty. Think it is the weakest out of Distinguished Admiralty/Environmentalist/Meritocracy/Aristocratic Elite which I believe should go to the dumpster next.

Imperial Cult only makes sense for roleplay. At best, I guess it could be combined with Cutthroat Politics to make the ultimate edict-based empire, but that seems like a waste of civics slots.

Slaver Guilds deserves more love. It's almost as good as Mining Guilds.

And why use syncretic evolution, if you can find some unsuspecting xeno filth, gene mod them and then turn them into the perfect nerve stapled slave worker.

Citizen service is a good all around civic. Everyone can benefit from +15% naval capacity, and strongholds and fortresses get an extra unity, which can be nice. Plus, it is a nice roleplaying civic, especially if you're going for the Democratic Crusader type empire.

Agrarian Idyll is powerful, especially combined with the Adaptability tree finisher, but the requirements are just too strict to be worth it. Fanatic Pacifist is basically playing on hard mode, and actively works against you meeting the victory conditions.

The other thing is that you can get it from turn 0.
There is a pramade (PDX) race Xani, swap it for Dicatorship, change corvette for Meme guilds or Slavelords, and you have rad duo of good slaves and good leaders.
Genemodding takes a while. You may also need reach ascession path Biological. And conquere said planet. That could take really long.
And sometimes the whole early war is a waste, since just expanding peacefully is more beneficial than building fleet and army.

Unity is nice, but I don't think BoL is worth starting with, and by the time you unlock your third slot and spend influence on it you'll have a goodly number of other bonuses for it.

Slaver Guilds is easy mode for minerals. Mining Guilds/Slaver Guilds gives the same overall bonus as either plus Serviles, but requires no micro. Just spec your entire species for minerals. Minerals matter, everything else is frippery.

Showing Inward Perfection some more love, bringing the heat to Aristocratic Elite, mostly because I find it quite boring. Its effects take a while to kick in, and by the late game I at least have many other sources of leader level cap increases that I never really bothered with AE.

Slaver Guilds deserves more love. It's almost as good as Mining Guilds.

It's really good, but it's nowhere near as good as Mining Guilds. Mining guilds working on mining stations is a huge deal early on because such a large portion of your mineral income will come from mining stations, even if that portion will lower as the game progresses the early bonus allows for more rapid expansion early on.
