[2.1.5.6] Weird inheritance

As Doge of Venice, I Designated underage boy as my heir. I had one barony and two cities in county of Venice. When I died, I lost election and someone else become a Doge. Boy inherited a barony, but turned out that my heir was someone else, and he inherited two cities and Mansion.

Is this WAD or bug?

I think it should be WAD that a minor cannot be the heir of a patrician, instead it will go to the next person in the line of succession in according to your succession laws. I'm wondering about your titles being split between the two though. Did your barony have the same succession law as the rest of your titles?

Yes, it has Seniority, standard Patrician succession.

Also, the character with two cities I was talking about - when he died, only one city went to his heir, second one went to someone else in my dynasty - and that city now has Open Elective.
I only have barony level holdings, no counties.
