A recent game my ruler got his head bashed in, and I had a regent and sometimes those "drool" events. Then I saved, and came back to the game a bit later. Upon reload, it told me that the regency for my ruler has ended. The incapable status is still there with the stats malus, but the red circle on the top left is not, and there's no more regent. I even managed to father a kid, then I died. Seems like the game forgot I'm incapable somehow. Played this on ironman.
