We are talking about the allies of your enemy. When your enemy is involved in its own wars it attracts allies. Those allies who are not involved in its war with you are neutral in relation to you. It always has been, and at first glance this is continued. Such allies of enemy marked as gray.

But I noticed the following rule. If such neutral troops are alone in the province, clashes with them are impossible. That's correct. But if they are located in the provinces, where there are enemy forces, the neutrals would be involved in the battle on the side of the enemy. That's completely wrong.

And another point. These neutrals immediately forget about their goals and objectives of the wars in which they participate, and are even willing to go to the other end of the world with your enemy to take part in the war with you.

Interesting to note the increase in the number of enemy troops in the data. It seems as soon as you declared war on someone all his allies are automatically enrolled in the composition of its own troops. After completion of your war, the number of troops in the data drops sharply.
