Starting a campaign as the count of Évreux and vassal of William the Bastard, I immediately grabbed a betrothal for his eldest daughter, Cecilia. A few years later she came of age but the Betrothed Can Marry-alert never appeared. After messing with it for a bit I resigned from my office as Duke William's marshal before she came of age and then there were no problems.

Currently you can't do a lot of things when you're holding an office (educate children et al). I don't know if Paradox is aware of this or will fix it, though.

I just tested with a few options while being a councillor (was playing as the steward of Normandy) on our internal build. I was able to both arrange betrothals and marry them afterwards, as well as being able to educate children myself. So these issues seems to have been fixed and should be applied in a future patch.
