As mentioned in todays Dev Diary there is a opt-in beta with, among other things, the War Exhaustion change and the removal of forced peace. This has been a pretty hot topic over the last few days and Paradox specifically asked for feedback about the severity of the penalties you get at 100% WE.

So in order to provide that I suggest that people who are invested in this issue to build an empire minmaxed for countering the 100% WE penalty and to wage war for as long as possible, including a screenshot of how much the penalties affect your empire (happiness of pops etc.)

Complete Harmony tree, buiild paradise domes everywhere, completely offset -20% happiness penalty.

I reckon you can stop at 4 tradition trees anyway.

The trouble with "infinite war" is actually going to be the influence, because you can't spread for animosity CBs and can't generate new claims.

(Penalty should be stronger).

Also the AI will eventually surrender.

All that said the reduced WE gain will likely make the whole thing moot.

Take it to the next level. Pick a purifier of sorts and declare right away on every met empire. See if you will be able to cripple multiple AIs, suffering (not) penalties from just one war.

They're the least affected by auto-peace anyway because they auto-occupy everything.

Auto-peace only actually affected CBs that were all-or-nothing.
Actually they were affected the most because as they are not limited by claims they can now conquer entire empires in a single war while before their WE would eventually reach 100 and they had to stop.

Yeah, but all it actually means for them is that they have to go and conquer someone else for a bit whilst the 10 year truce wears out.

Good point. So test out different kinds of CBs. And dont forget to test things like armageddon bombardment + prolonging wars or to not force peace when the enemy hits 100% WE so that unrest tears him apart.

Also, a screenshot says more than 100 theory crafting posts.

You probably want to break your data sets down by game periods (early, mid, late) or maybe even more granular than that. How that penalty effects you at each stage of the game is significant. Even in 2.0 the forced White peace never slowed me down the late game, but it certainly limited conflict duration and scope in the early/mid games.

I just finished a purifier campaign, but I guess Determined Exterminators could be up to the challenge.

Fortify my borders, and then occasionally swarm out to purge some planets.

The current penalties are a joke and you do not even need to minmax.
I continued an RP game I started with 2.0 (custom portrait mod enabled so don't wonder).

I had fanatical purifiers next door and because they never surrender and I do not need claims against them I annexed their entire empire in one war (was rather slow as I had no armies at the start and had to produce them at the other end of my empire). About half the time I was at 100 WE

So I had to just sit on my ass doing nothing in the early stage of my game because the AI is a joke and suicided its fleet against my starhold+fleet, but my Swarm is basically immune to the penalties we're talking about here. Regular AI will never surrender to a Devouring Swarm or any other exterminator empire. Settling Status Quo works as normal if you wanna, which is great. Lets you choose when you wanna end the war yourself. AI continuously spams peace offers though, and gets more and more angry when you reject them (as in a stacking diplomatic penalty) which is a fairly new addition I think, I've never seen that before.

Unity stopping to a grinding halt -can- be an issue if you've not gotten all the traditions you wanna and honestly, why would you ever not complete all seven (for the APs mostly)? But when you reach late-game and have all traditions completed, I see no reason not to just expand through warfare instead of bothering with influence and unity. No screenshot attached because I'm a lazy bum (and kinda forgot)
