That's odd. I wish I still had my save file because I absolutely lost my cultural union and got bumped down to duchy level. I even rearranged my accepted cultures, so I know for a certainty I'm not mistaken. There was a giant blob of red text telling me I would be demoted to duchy level. I even looked up online if I would really lose my empire and everything I read agreed.
I joined the HRE as Bosnia in 1.22.2 and kept Kingdom rank. I also got the warning that I would get demoted to a Duchy, but it never happened. There was another thread where this topic was discussed and there were also many conflicting experiences.
