The game is balanced by armies, but not per the AI. I have never seen the commies win in this scenario. It seems that the commies just dont have the will to win or they cant (They play a very inefficient game).

I've noticed that too. USSR gets pwned every time if played by AI. It ruins my game as western allies, because Germany becomes too powerfull.
