Sorry about my non-knowledge,but my max size of air stacks you mean how many divisions can enter a formation?If yes,I think you should.Also,somehow the Allied Bombers must attack German Cities.I'll try to make some events about this issue.
 
Yes, I found quite good information about Luftwaffe OOB. Operation Bodenplatte was good information, since it's accurately identified every divisions who taked part in this opertaion.
 
I've now finished German OOB in airforce and west front. Also some kind of fleet is made, but it's mostly fantasy. But have some one any source about German order of battle in East Front?

If you really want to do (and I'll be happy if you do), could you use these pictures in your load screen. The main colour could be grey. :p

German navy OOB January 1945. Models are models in-game, NOT in the country file. In the country file, model 1 is referred to as model 0 and so forth:



Heavy Cruiser model 4 Lützow in Stettin (302).

13. Unterseebootflotille in Trondheim (118). Model 3. 28 operational U-boats 1st of January (all different kinds of VII)

33. Unterseebootflotille in Flensburg (90). Model 4. 58 operational U-boats 1st of January (40 IX of different kinds. 16 VII of different kinds, 2 ex italian subs comparable to an IX. There were also one XB transport submarine, but it isn´t counted towards fighting strength)

By the first of March, the 14. Unterseebootflotille in Narvik gets its first U-boot. By the end of the war, the 14th Flotilla will reach a strength of eight U-boots.


Under construction:

Aircraft Carrier model 3 Graf Zeppelin. To be completed sometime in 1946.

Aircraft Carrier model 3 Peter Strasser (the ship was never launched named and thus never received a name, but an educated name guess is the Peter Strasser). To be completed in approximately 1948.

91 U-boots were commissioned in 1945, and a further 89 were under construction by the end of the war, so a single XXI flotilla launched sometime in March and another IX or VII flotilla in August(?) ought to be enough.
