33. Unterseebootflotille in Flensburg (90). Model 4. 58 operational U-boats 1st of January (40 IX of different kinds. 16 VII of different kinds, 2 ex italian subs comparable to an IX. There were also one XB transport submarine, but it isn´t counted towards fighting strength)
By the first of March, the
14. Unterseebootflotille in Narvik gets its first U-boot. By the end of the war, the 14th Flotilla will reach a strength of eight U-boots.

91 U-boots were commissioned in 1945, and a further 89 were under construction by the end of the war, so a single XXI flotilla launched sometime in March and another IX or VII flotilla in August(?) ought to be enough.
