First off, the new scenarios are terrific; however, the Soviet Union and Germany are far from balanced. The German army seems much larger than the Soviet army. Granted, SU has slightly larger IC, but the AI does not seem to be putting it to good use. For example, the SU AI seems set upon building a large navy, but that will clearly do them little good. Furthermore, the United States has 1936 technologies in the 1941 scenario, but mostly up-to-date technologies in the 1940 scenario. This is only a minor issue, since the US can quickly overcome this technological gap.

Actually, the SU has around +100 divisions (a total of 322) than Germany. While some of them are in the Far East frontier with Manchukuo, the vast majority of them is facing Germany; they are just spread out throughout European Russia. About the large navy issue, all those ships in the building queue were historically already under construction by June 22, 1941; it isn't the AI's fault.

About the tech issue, it has been an oversight. Yes, it will be fixed before the public release.
