1940 Cruisers have a speed of 41/42 knots when most late war cruisers did 33 knots

I can't find any evidence that Cruisers were capable of 40+ knots. Examples:

USA:

Japan:

But in the game you can easily make Light or Heavy Cruisers with a speed of 41 or 42 knots

The only ultra fast CL was the "Capitani Romani" from Italy, but it displaced 3k tons, less then some large french destroyers, and it had no armour. So clearly in game terms it should be built as a Destroyer, tier 3 with engine tier 3 and lots of guns.

I'd propose the following changes:

1> Decrease 1940 and 1944 Cruiser Hull base speed from 27 to 25, so it's the same as the 1936 hull. The higher hulls are already better in terms of reliability, and when you research them you get the newer engine, so no need for even more speed.

2> Decrease all "Screen Ship Naval Speed: +10.0%" bonuses to 5% here: https://hoi4.paradoxwikis.com/List_of_design_companies
I think the other bonuses of the designer in detection are already so good that the speed decrease won't make it useless.

The cruisers will still be much faster then in real life, but will be more like 36 knots instead of 42. Much more realistic.
