No, clearly the Romanian government is already Legionary about/almost a year early.
Given other E. European states we've seen (e.g. how Poland starts with Sikorski in charge in 1936, how Hungary roflstomped Czechoslovakia in 1936 with no reaction from Yugoslavia or Romania, etc.) it seems Paradox is not too bothered with the details for E. Eur. states (political, diplomatic, industrial, army-size, etc) for the vanilla. It's regrettable, since It makes the diplomacy etc. of E. Eur. a bit off-kilter and makes historically interesting what-if scenarios unplayable while allowing for complete nonsense. On the other hand, their approach of balancing the game for majors first and then filling in the details makes perfect sense.
We can only hope DLCs will come in time, fixing such things. The Poland DLC is a good sign--it seems they intended to release it soon after the vanilla game (and the delay in release of the game made them simultaneous in the end). Again, a reasonable approach if followed through well.
Thanks, Crush3r, for raising the issue. If we're persistent, I think the good folks at Paradox will spend their time filling out the game to help it achieve its full potential. If not (or if you're impatient), there's always modding, which they're clearly supporting very well.
