i have tried the "gathering storm" scenario twice now as Germany and both times the Soviets broke the (Molotov-Ribbentrop) non-aggression pact during the Polish campaign and did not occupy eastern Poland. i thought the first time it was either because i took too long wrapping up my offensive (late October... oops) or because my espionage auto-settings had led to a worsening of relations due to "diplomatic incidents". (by mid november '39 my relations with russia were pushing -200, relations with usa too seemed very low). the second time i played i was careful to correct these two things: i was in a position to annex Poland by the end of September and my relations with Stalin and co. were still positive BUT - they still broke the treaty. not only is it not historically accurate but it's lame ai strategy; they had nothing to lose except perhaps prestige/relations with the democracies (which are a non-issue if you are planning to attack the fins and annex the baltic states) and much to gain.
I'm noticing that the Baltic states were never in fact occupied by russia as well in either of my games. the Soviet war with Finland did trigger in the first game however.
also annoying about this scenario is the massive french offensive that rips through Bavaria and throws off my timetable in the west but that's a nitpick for another post...
i am starting the '39 scenario to see what happens there. btw - game has potential to be v fun - like new features/improvements greatly. REALLY GOOD NAVAL WARFARE SIMULATION! no crashes but it is slower than HOI-DD on my system.
