There is an assigned gearing bonus to the various nations or there is otherwise a variable that allows the different nations to build units at a differing rate. For example, at start U.K. Type IV BB = 591 days; German Type IV BB = 730 days. Does anyone know what is controlling this game feature, and/or where the control is located?

Its not a gearing bonus, which would affect only series builds, its a production cost and time bonus. These bonuses are in the freemarket/central planning and the hawk/dove domestic policy sliders.

Thanks. That works at least. I was hoping there was something more innately modifying the industrial ability of a nation based upon their own production history - for example, U.K. having a jump on ship production specifically, but at least it is accounted for at some level.

If there were a smaller gearing bonus associated with each nation's war-department (land, or sea, or air) it would be easier to establish realistic production.

Ministers may also be affecting the buildtime and cost too. Perhaps.

Thanks. You may be right. Its quite a chore getting a grasp on all of the variables. Right now I'm up to my eyeballs with statistics in my current project (establishing realistic performance, costs, and build times for SS and DD units based upon single ships).

Ministers are the way to go if you want it to adjust production of less of a scope than *every* unit. The navy ministers in particular are helpful in changing buildtimes of particular classes of ships.
