Any chance this can be somehow added or reflected in the game, via modding or otherwise? Considering it guaranteed military ship passage of the Black Sea powers through the Turkish Straits, it can be invaluable for several playthroughs.

It would be tricky (and interesting) to code given the distinction between Black Sea and non-Black Sea states, and the 21 day limit on non-Black Sea state warships operating beyond the straits.

The current mechanics already abstract this to some degree. Nations that negotiate military access through Turkey could be assumed to have negotiated loopholes like the USSR's aircraft carrying cruisers, or by virtually re-flagging their ships under a Black Sea nation while retaining effective control of the fleet.

The only problem with modelling it as military access is that (1) powers with military access can also transit land troops and (2) it can be unilaterally cancelled for no reason and with no repercussions whatsoever. Still, an event that grants the Black Sea powers military access through Turkey is the closest way I can think of to model this right now.

Nope. Game balance issues preclude this, for the reasons Lamartine noted. It is just easier to have the Dardanelles blocked to military traffic by the Turks. Of course, there is a relatively easy in game solution to this.....
