Title says it all. I've noticed several times now that Germany will occasionally potato and not do anything, which sort of puts a damper on the entire game. A smaller issue is that France has been wracked by internal dissent for the entire game and done nothing. In late 1938, they managed to get partisans in Africa create the new rebel nation of Chad, which removed the peace modifier on both of us.
Any suggestions for how to resolve the first issue would be great. Any suggestions on how often France will fail so hard it actually helps me would also be appreciated.
