Princebishoprics in german empire were ruled by princebishops for life, usually elected among the members of european royal families , for example Liege and Cologne were usually ruled by bavarians; bavarian prince CLEMENS AUGUST OF BAVARIA was bishop of Münster and Paderborn (1718-1761), Archbishop of Cologne (1723-1761), bishop ofHildesheim (1723-1761), and Bishop of Osnabrück (1728-1761) and he controlled most of north germany. Liege was ruled by another bavarian prince Prince-bishop JOHANN THEODOR (1744-1763).The next Bishop of osnabrück was FREDERICK (1761-1803) (elected a bishop when he was only 1 year old!!!), son of King George III. of England, also King of Hannover, who acted as his son's guardian until he reached maturity in 1783, so these lands we not practically independent states and they changed hands when they elected another bishop from another ruling family, if we add the lands to the countries who own them we wouldnt have to create so many unrealistic states and avoid the problems like having princebishopric of Osnabrück which was controlled by George III fighting a war with George III's england.
