185k population, 100k jobs available, no R demand

I have a 200k city that almost don't have any demand but still, if I zone residential, it continue growing. It happened with other big cities, too.
In my opinion cities will just slow down but continue to grow if you zone more, regardless of the demand. Of course you still need to supply all the services people need to live.
