185k population, 100k jobs available, no R demand

Have you tried lowering taxes?

I had a similar stall out, tried everything, then finally reduced R taxes from 12% to 9% and immediately started growing again.

I have a 200k city that almost don't have any demand but still, if I zone residential, it continue growing. It happened with other big cities, too.
In my opinion cities will just slow down but continue to grow if you zone more, regardless of the demand. Of course you still need to supply all the services people need to live.
