I seem to be able to purchase 12 tiles now instead of 9.

I am not running any mods (-noWorkshop).

I don't recall any patch notes mentioning being able to purchase an additional 3 tiles. Was this something added in 1.11.0?

Or has this been going on awhile, and I have just never noticed?

I own the base game and SnowFall only.
To test, I went into my current game where I own 8 tiles but yet not purchased my 9th tile (though the option for me to buy it, has been there for some time now). So, I purchased my 9th tile, and the game is not allowing me to buy any more tiles.
So I'm not sure why you can buy 12 tiles (maybe it was an added benefit for those who now own the Industries DLC expansion).

If you look at someone else's city that has 12 tiles enabled and then switch back to your own city in the same session, you will be able to buy 12 tiles.

It's Unity. Unfortunately, Unity doesn't forget things it should forget, so if you want to have a clean game, you always have to exit to desktop, not to the main menu.

I had my first 25 tile city already shortly after release of the game, without ever using a mod.

I don't have "Industries" yet.

I did open some old cities of my own, when I started noticing this. It's possible I had a 25 tile mod back when I built those cities, but none of them had more than 9 tiles.

Weird.

Maybe, you can buy all positions that had been purchased in the cities you had opened.

It's only 25 tiles that transfers when the city you had opened had 25 tiles bought. If those were less tiles, it's less. But check the positions, maybe that explains it.

I cannot test this myself, because the only 9-tile cities I have all have the center 9 tiles bought. You need cities with different tiles bought to test this.

Where you could buy was only limited by being adjacent to other purchased areas, at least within the 5x5 center. I did not do thorough testing on that.

A fresh load had me restricted to 9 tiles again. I started loading old saved cities until I found one that had 12 tiles purchased. Must have been done with a mod obviously. Much was missing in the city, as I am no longer subscribed to all the stuff that was once there.

Now upon loading any other city, I could purchase up to 12 tiles, wherever I wanted.

So Turjan appears to be correct about the Unity thing.
