Add more plotters. I personally find a reliable % to be at least 150%. If you cannot get his spymaster to join in the plot, you really might want to consider hitting 200% and above.

With really high plot power I sometimes get weird results like all of a sudden having 2 or more plans to approve at the same time. Once as a King of Jerusalem I killed somebody three times (with mercenaries, snake and a bomb). My involvement in the snake-plot became known though (not in the other two!) and I got the relations hit. Stupid.
Well, the bowmen still wanted to get paid... nobody said they were very smart about it.This is the biggest problem I have with assassinations events. I killed a guy by dropping him off a balcony when suddenly the same now dead guy gets attacked by two bowmen and my involvement gets discovered despite him already being dead.
The plot system is mediocre at best and should be overhauled. Things like that should not happen. There should be a progress bar, and you shouldnt have to invite everybody manually.

This has happened to me before. Perhaps if they implemented an option to disapprove of plans if you already have one in motion.
I can see it clearly: The two bowmen get ready to snipe the guy as he stands on the balcony. Suddenly, they notice someone sneaking up behind him and pushing him off. As the guy soars through the air, fearing for their pay, they draw their bows, and shoot him dead in the spine. They cheer and shout, saying "Surely, King vitek69 must pay us now!", every person on the street having heard your name.
And that's why you should never appoint a spymaster you don't get along with, no matter his Intrigue.
I was under the impression (but I could be wrong) that 100% was the minimum plot power you needed to have any chance of triggering the events at all. A higher plot power just makes it more likely. At 17% over 100%, the odds would be there but pretty low.
Has anyone ever managed an assassination plot with a power below 100%?
