I could've sworn that HIP used to start out like Vanilla CK2 where the Seljuks and Byzantines start out at war. Instead, however, they start at peace and in many of my games, the Seljuks usually either piss off and eat other areas or have a series of child rulers while the Byzantines just eat away at the Middle East. Why was this changed? Or do I have a conflicting mod?

Because there actually was no open major warfare between the two in 1066. Alp Arslan was in Fars for much of that year trying to subdue the rebellious Shabankara chief there.

Thanks. Is there any incentive or script for Alp Arslan to invade them later? Because so far all he does is engage in small wars, wasting away his levies and event troops while ERE keeps eating away at the middle east.

Yes, there is very much an extremely strong impetus to attack the ERE for Armenia and/or Anatolia when the Seljuks get around to it; it is the exact same invasion AI that causes the rise of the Seljuks in the first place. Note that they rationally prefer invading weaker targets first.
