100% occupation of warleader, 5+ years pass but war score isn't 100%?

Not sure if this is a bug or I'm misunderstanding some mechanic.

- You can no longer get 100% warscore from just fully occupying warleader unless warleader is alone in the war OR war has been going on for at least 5 years

As you can see from the picture, the war has been going on for well over 6 years, Papal States (the war leader) is 100% occupied (and has been for years), but my warscore isn't at max. I've closed and reloaded the game to no effect.

Make sure they haven't occupied any provinces. That will keep WS from reaching 100% but it's not likely to be the cause of the missing 54%.

Are you sure they don't have another province? Avignon? or any random HRE province?
If they get annexed anytime in game there is event for them to get rome back or get a HRE province to pop back into existence.

Hansa does have some of Cuba occupied, am re-taking those to see if it changes things. Rome is PS only province, but they have been fully annexed before only to have their conqueror turn around and return Rome.

If that doesn't change things then unless I'm missing something you should have 100%. Bug, I guess then.

In that case, I'd just vassalize them, you have plenty of time to get relations up and diploannex them.

Ok, that was it. St. Kitts was occupied by it's so tiny I couldn't see it. I'm not sure it really makes sense that Hansa capturing Cuban islands and transferring occupation to the Pope prevents annexation, but clearing out all the sieges brought me up to 100%.

Wish me luck, there's plenty of time left but France is... France.

ok, Good Luck! but I don't think you'll need it. With adm. eff. you can take out all the provinces surrounding their capital (6 I think) in 1 war. Save a bunch of admin before the war, DOW, take the provinces you need in peace, raise auto in them and start core, then truce break as soon as you can send another diplomat so nobody has chance to join coalition, Paris is yours.

In the run I just finished I also allied the HRE, they wouldn't join the war, I didn't reallly need them to, but it kept the AE managable.
