I keep asking this question and this is the only question no dev seems to answer?
(Is it answered anywhere?) Thanks :)

Basically, no more citizens move in to your city.

Actually this is similar to the LIFO approach taken to cars teleporting. Instead of killing off some old people to make room for new, its the new that are prevented from being born. Like with the cars, if there is a jam, it's the ones who are just coming up to the jam that get the easy ride :D

I feel as if I ever get to 1m, the moment someone dies/leaves and the game adjusts to 999,999, some good for nothing tourist is going to take up the spot, or a random baby is going to be born and seal the deal. I wonder what will happen to the city's income on tourism if the cap is reached?

This is actually a good question

Perhaps if the limit was lowered a bit to make room for potential tourists? Or are they already considered?

Does it matter? 99.9% of the people will never get there anyway. (I don't think it's a goal you'd want to reach anyway).
I'd think IF you reached a million, no more people would spawn. Or maybe the game crashes. "We" don't know. Anyway, as room is made with cims dying, tourists leaving, etc., I'd think the population would build back up naturally and then stop.

But who knows- maybe, eventually, someone will find out and let us know. Personally, it doesn't matter to me. (Circles finger in the air).

We could probably deal with that ourselves by bulldozing a bit of our residential, so that there isn't room for more than, say, 900,000 citizens. That would leave room permanently for 100,000 visitors. If we want to give the appearance of a heavily populated town rather than have open spaces to keep the pop. down, perhaps some of these excellent modellers can make us some residential appearance decorative-only ploppables?
