I put a campaign on hold due to this, and I'm waiting to finish it before starting anything else in Europe. I'd really like to know whether this has been changed in 1.9 - I'll just go ahead and abandon the campaign if it hasn't.
1.9 - Can we join the Protestant League despite having a truce with the Emperor?

Maybe you could just be prevented from being the leader of a religious league if you have a truce and achieve all the same desired effects.
