I suppose in general it means, that we have flavor texts for civic combinations? Or we had these already? I'm confused.

Government Type selection may have been removed, but you still get a Government type based on your choice of ethics, authority, and civics. They have no effects, but have flavor text.
The screenshot shows the addition of a new Government, which you seemingly get if you combine Exalted Priesthood and Corporate dominion. Seeing as it has no gameplay value, I guess Wiz showed it because he found it funny.

The AI personality is still "ruthless capitalist" though so I doubt that this necessarily means more AI personalities, if that is what you meant of course.

Still I do like the government forms for the flavour they provide and so more of them, in more nuanced forms, is a good thing in my eyes.

It's not all flavor. For example there is a spiritualist faction that wants a theocracy. Only certain governments count as a theocracy. You can easily be fanatical spiritualists, but still have a secular government

I do wished there would be some more choice here though. For example Fanatical Purifiers are automatically locked into their purity government. So outside of RPing, you can't be a theocracy that wants to purge all heretics.

Well, fanatical purifiers are commiting genocide based on species rather than religion (which is not even shown in the game apart from in spiritualist pops) so your concept would honestly not make that much sense.

Actually in the game it does, species is currently the only metric you can use to determine if you are allowed to purge someone. If you are suggesting to change this then that would be far more than just a change of flavour text to religious fanatical purifiers.

I think government type decide which leaders can take part in elections (for example materialist + oligarchy = only scientists allowed to be rulers). That's what wiki says, at least.

I have never had any complaint about any previous DLCs before, as I understand how business models works, but it is really disappointing to see that a such a fundamental part of any 4X game (interesting exploration) is going to be paywalled.

well I'd imagine that some or even lots of free content would come with the patch, the DLC would likely just have some of the more intensive/complex Event chains, new techs, and maybe alternate ways of accessing the free content/changes to currently existing stuff.

I mean, ideally an exploration-based DLC would find some way to keep exploration relevant past midgame, I mean, otherwise what's the point? I would still prefer a diplomacy/federations DLC though.

allowing you to resurvey systems after getting a new type of scanner would make sense, and of course random events spawning new anomalies within your empire.
