I think that the next DLC / expansion / patch will be about both war and diplomacy. In fact, I don't think how you can overhaul one of these two without the other.

EDIT: Ninja'ed!

I would bet the next dlc will be federations/diplomacy

I certainly hope they don't put something that important in a DLC! Vanilla still needs a lot of love in that department.

My guess is they will do a story pack that adds specific extra plot things and buildings like horizon signal , while the 1.9 version is where a lot of the meat and potatoes rebalance of diplomacy and warfare tweaks go.

Then what should they put behind the DLC in a hypothetical federation/diplomacy patche?
Story events and specialty buildings like some kind of halo style religious unification/great ancient menace?

A memetic-virus/culture war event chain that can sweep through your empires creating a mid-game crisis civil war/holy war?

a political/feudal empire intrigue story pack that grabs governors and converts/aligns them with one of the precursors?

Lot of potential honestly.

Does gene modding or robomodding your pops to remove repugnant/uncanny actually work? I ask because I did it in my current game as a hive mind, and my immortal leader is still repugnant

your currently existing leaders aren't effected by genemoding, it's just the POPs that are(and therefore any future leaders you recruit). the fact that the rulers of Hiveminds are immortal is sort of a oversight, though I think your primary species's traits are what matters, not the leader specifically...

Nope it's a modifier for having a repugnant leader.

Yes it's an oversight. I want to know if this was fixed in 1.8, or if Wiz's project during the stream was a waste of time and resources.

A war, federation/diplomacy rework is a lot of work and the price for the DLC will reflect that. A story/event pack at that price will just generate a lot of outrage and no one will pay for it.

the idea is the diplomacy and warfare updates would not be included in the DLC they would be things that are released in tandem with the DLC as free update content and the story pack will just happen to support/utilize the improved diplomacy and war features as a way to help continue funding of the paradox dev work.

That's how stellaris has been going for a year now. Free patches with major feature improvements and unlocks (everyone remember civics and factions?) along side story packs and DLC that add extra.

Civics and factions where uppdates to old systems. The major utopia content was a ascension perks and related mechanics. Chances are that if we do get and updates to federation for example new stuff like unification into one empire is going to be part of dlc. Some things we really want will have to go behind the pay wall and not just story pack stuff.
