your currently existing leaders aren't effected by genemoding, it's just the POPs that are(and therefore any future leaders you recruit). the fact that the rulers of Hiveminds are immortal is sort of a oversight, though I think your primary species's traits are what matters, not the leader specifically...Does gene modding or robomodding your pops to remove repugnant/uncanny actually work? I ask because I did it in my current game as a hive mind, and my immortal leader is still repugnant

Civics and factions where uppdates to old systems. The major utopia content was a ascension perks and related mechanics. Chances are that if we do get and updates to federation for example new stuff like unification into one empire is going to be part of dlc. Some things we really want will have to go behind the pay wall and not just story pack stuff.the idea is the diplomacy and warfare updates would not be included in the DLC they would be things that are released in tandem with the DLC as free update content and the story pack will just happen to support/utilize the improved diplomacy and war features as a way to help continue funding of the paradox dev work.
That's how stellaris has been going for a year now. Free patches with major feature improvements and unlocks (everyone remember civics and factions?) along side story packs and DLC that add extra.
