You're not selecting diplo focus, you're unselecting it. If you look at the NF buttons at game start, the diplo one has a checkmark on it. The tooltip should also tell you that you've currently set your focus on diplo and pressing the button will remove your focus.
Oooh, thaaat green checkmark. Thank you for explaining. Makes sense, sorta, when it is explained. A confirmation window would be nice. Must not push button to keep diplo score, that feels kind of counter intuitive.

Edit: Although it may be better to leave the green checkmark and starting bonus out for the user altogether. As the functionality of the different buttons implies a choice. If it is something that is for the A.I. then only have it for the A.I. It may help keep it simple. If the player is given the choice anyway, I would opt to avoid such confusion altogether, and keep the button simple (on/ off functionality like the other buttons in the game). Another possible solution could be to color code the (border of the) buttons for the national focus: e.g. green (choice can be made), orange (changable choice), and red (set choice). And keep that design flow consistent within the game so as not to confuse the user, and keep the learning curve lower than if similar buttons do all kinds of different things (possibly alienating the user and/ or making the game harder to learn).
