1.8.1 [8a3f] Traditions panel mouse-over is not affected by UI scaling

Description: Mouse-over handling doesn't seem affected by the UI scaling option.
On the screenshot my cursor is topleft of the shown tooltip, on the Prosperity panel, and the buttons for Harmony show.
The tooltips trigger as they should, which means I cannot see the tooltips for all the rightside buttons on the Prosperity, Harmony and Discovery panels, because the panel mouse-over thinks my cursor is not on the panels

This bug was observed since patch 1.8.0 with the Synthetic Dawn DLC installed, and persists in the 1.8.1 patch.

Savegame: Single player game, started in 1.8.0

DLC's: All available until time of this post.
Mods: None.

Reproduction Steps:
1. Set the UI scaling to anything above 1.0x
2. Load/Start a game and open the Traditions window.
3. Hover your mouse over the panels.
4. Pay close attention on where your cursor is when and where the buttons for the panels appear.

Observe: The appearing and disappearing of the buttons is off in relation to the mouse position over the panels.

I'm also having this issue, though I'd classify it as a fairly major problem, since I need UI scaling to actually read the text on my 4k monitor and with this bug I can't read the tradition abilities. The also seem to have known about this bug for ~6 months, which is kind-of infuriating.

I wonder what percent of Stellaris players play it at 4K? It is almost impossible to play at 1.0 if you care for your eyes - everything is too tiny and text reading is a real torture
Tooltips are essential for any PDS game. And this bug breaks an important part of the game - Traditions - as most players don't remember it by heart.

P.S. Do Paradox people usually react in bug threads? I hope they should what else this forum is for?

I reported it several times, several versions ago. I was told they were aware of it so I'm surprised it's still not fixed. It's not a big deal since all the buttons are functional once their respective traditions are adopted so it's only the mouse-over behaviour that's out of sync. But... it's still annoying.

Scales smaller than 1.0 produce the same issue, by the by. It's not just upscaling that does it.

Unfortunately, their standard line on this is "UI scaling is marked as an experimental feature, so fixing bugs related to it is low priority." No, that doesn't make sense for a core feature that's been part of the game for so long, but their you have it.
