[1.8.0](3943) Visual - Repeatable technologies affect shown DPS value of a ship incorrectly

Repeatable technologies affect the shown DPS value of a ship in a rather strange manner that is substantially different from how they affect the real damage and rate of fire of a ship in combat. They generally seem to increase the shown DPS less than the real DPS, making the ships *appear* less powerful than they really are. I do not know how (or if at all) this affects the military power calculations.

I expect the weapon damage per shot to obey following formula:

And the attack delay to be:

However, it appears that shown DPS value corresponds to the following formula:

That formula produces the same values as expected as long as there are no modifiers to damage or rate of fire (other than from the repeatable technologies), but result in significantly lower shown DPS than the real DPS when there are notable other modifiers present (such as from admiral or military station innate bonuses).

This bug has existed at least since version 1.5.1. The original report included multiple issues (although somewhat related to each other), so I am now re-posting them separately and with (hopefully) clearer descriptions.
