Does this apply also to countries in same tech group (western vs western)? If so, then that is seriously OP.

For a world conquest you can easily stay at 3 diplo tech and maybe 14 admin tech. 75% bonus later on would be an incentive not to tech at all (exepcet for military tech), only do do it later.
If you're going for WC or any large scale conquest, 75% DIP tech reduction is hardly a major boon. At the point where your tech is so far behind you should already be so far ahead of anyone that DIP tech levels don't matter anymore.
Yay - you have 25 level 22 ships - here come my 400 level 5 ships to slaughter you anyway.

What exactly are the formulae for this? basic revolt size x(OE/100)?

You can't be serious.. I already see rebel armies in a OPM that are bigger then a standing army of a 5-6 province country.

Or am i reading this wrong?

Is the change really something like, less rebel stacks spawning, but they will be bigger?

In 1.6 you got more and more rebel stack spawn chance as OE rose, is it now so that rebel stack spawn is always same as 100%, but their size grows?

Am i reading it correct? (you guys really should explain some lines bit more, paradox ;))

If a OPM manage to get 100% overextension I'm baffled :)

Size is bigger only if you go above 100%.

I have little (though some) interest in playing the Netherlands and Poland. I really like the National Focus feature a lot, as I don't play with mods. Also, I'm willing to support Paradox specifically because they provided so much free content/fixes/tweaks without requiring players to schill out of them. They could have easily gone that route, but didn't. I'm willing to support that financially, even if I'm not really all that interested in the paid content.

Maybe that's just me.
I personally am happy to pay for stuff I don't use to support fixes. The "tweaks" however are a bit out of hand, which is why I haven't bought immediately this time around.

But national focus has a sour taste of "pay-to-win". EU4 is not some 99¢ base game... if you bought it you should be able to play as well as everyone else.

Can't open war screen. Was this moved somewhere or is this a bug? Clicking the country icon doesn't bring up the screen. So annoying.

I just played about 40 years as Aachen with 1.7 and Res Publica.

I converted to a dictatorship and they have some pretty strong events if you have no republican tradition, you can choose between getting 100 monarch points in a catergory and losing 10 RT or you can lose 10 prestige.
I then became a monarchy, I'm not exactly sure how but I think it was because my ruler died at 0 RT. I'm now emperor of the HRE having vassalized half of the electors. I've barely noticed the extended truce times at all and I doubt I would notice them if they hadn't been put in the patch notes.

Overall I think the patch seems to fine and the new additions are really good.

Are you sure you've disabled all mods?
I have indeed, I fixed it by closing the game and opening it up again - it works now.
Tried another war, same thing, I had to close down the game and start it up again for the war screen to come up. Strange. Anyone knows the checksum?

I seem to recall that there was supposed to be a way to become a merchant republic as any nation now, not just a republic? Or did I dream that up? (I really want to create a merchant republic Gujarat, but with peasant rebels nerfed, is it even possible without stupid luck getting revolutionary rebels?)

I can't seem to raise my power projection at all anymore.

I started as Dai Viet and conquered Champa and then Lan Xang. Apparently, my actions were so bad as to drive Ming into a coalition against me and warn me, but I barely scratched 20 power projection points through those very same actions. I then had a huge downtime period where I couldn't declare war and the game only allowed me to rival my biggest ally, Ayutthaya, who was keeping me somewhat safe. Once I did turn on Ayuthhayya, the truce made sure my points had mostly drained away before being able to attack again. The 50 points for those extra monarch points seemed way too difficult to achieve. You would have to somehow dance around coalitions and be a huge warmonger with little downtime in order to reach 100 points it seems. It feels like this feature is only for very big powerful countries now that can afford to ignore coalitions and truces and such.

I just conquered another 5 provinces from Ayutthaya the second a truce was over from a previous war where I took 2 provinces. They're no longer valid rivals... I only received 20 points from this while getting huge amounts of AE. http://i.imgur.com/zUiImrI.jpg

Remember that you can get PP through actions like embargoing, privateering and supporting rebels.

Ah right, I didn't know about rebels and privateers. Seems like it's a much more sustained effort to get your points now that conquered land gives you far less.
