I don't think a policy for truce time works because truce time is a two way street. You would have to approve of it and so would the enemy. If they were going to do something involving truce lengths though it would make sense to be able to go both routes.I just think that it would be nice, to have some influence on truce time via a policy or ideas. But I prefer the policy solution, because truce time can also be handy and an advantage if you lose a war.

Did it though? France has a very significant base manpower that other high BT states in general can't match. Aside from Silesia for some reason. So while I don't have any data or experience, the nerf to France might not be so impressive relatively to it's competitors. It might in fact be a relative buff.
Province manpower used to depend on goods produced. In 1.6, goods produced was altered to be tied to base tax, vastly altering global manpower. 1.7 breaks the tie to goods produced and puts provincial manpower on tech instead.
This undoes half of the 1.6 mass ROTW nerf in terms of goods produced, slightly nerfs France, and soundly nerfs manufactories in general for everybody.
My point is that France holds overall the most base manpower (a few singular provinces excepted, like Silesia), thus they get the most out of each tech step. Previously the base manpower was basically not important in high BT areas. So the superior French base manpower was not that useful. Now it is, and it increases with each tech.Holding some of the highest tax land in the world aside from a unified German/Italian region, France getting manpower from goods produced > getting it from tech, where other nations of similar tech have more manpower available. It's more of a relative balancing concept, but France should be *slightly* (emphasizing that) nerfed by the manpower change. Now, whether that matters in the face of the truce timer and wonky rivalry mechanics remains to be seen.

I do understand not being able to sell provinces to rivals. But not being able to sell them to people who have rivalled you makes no sense whatsoever.- Can no longer buy provinces from or sell provinces to rivals.
I think you put to much in the free part. The paid stuff is only interesting when playing Netherlands or Poland. And the national focus is not worth 5 €, that's something that could be easy be modded in.
