Ah, I mean to write it as espionage action, not bonus...I just think that it would be nice, to have some influence on truce time via a policy or ideas. But I prefer the policy solution, because truce time can also be handy and an advantage if you lose a war.

Can someone explain this line to me please? I don't really understand it, and don't understand why it needed to be changed either.
Province manpower used to depend on goods produced. In 1.6, goods produced was altered to be tied to base tax, vastly altering global manpower. 1.7 breaks the tie to goods produced and puts provincial manpower on tech instead.
This undoes half of the 1.6 mass ROTW nerf in terms of goods produced, slightly nerfs France, and soundly nerfs manufactories in general for everybody.
Did it though? France has a very significant base manpower that other high BT states in general can't match. Aside from Silesia for some reason. So while I don't have any data or experience, the nerf to France might not be so impressive relatively to it's competitors. It might in fact be a relative buff.slightly nerfs France
