[1.7.1] Shared systems allow you to position your fleets above enemy planet before war declaration

If you have a system where another empire also has worlds, you can position your fleets wherever you want before declaring on them. Like, directly on top of their planet, if you like. This seems like it shouldn't happen.

@Gruntsatwork Understood. Maybe something to think about if there's ever a change that introduces territorial space within a system, not just on the galaxy map.
