As can be seen here I am at war with another empire.
I can't send any demands because the Destroy Frontier Outpost is selected and isn't valid,
I also can't deselect it.
To reproduce:
Go to war with an empire that has a frontier outpost
Select war demand to destroy it
Once the war has started go into the war demand window and select the destroy frontier outpost demand
Destroy the frontier outpost
You can no longer send any war demands because the frontier outpost demand is invalid and permanently selected.
