I found a planet with such a modifier for terraforming. But this possibility is not available to me, although the planet is within my borders

Hi @Quantum of Blackness thanks for the report. This issue has been resolved in our current 1.7.2_beta of the game.
there are also barren worlds with no modifier for terraforming, but with terraforming button, which but do not allow the terraforming as "there is not indicator"
